The Commission on Audit (COA) commended the Human Settlements Adjudication Commission (HSAC) for its speedy disposition of pending cases as well as the resolution of its backlog for the year 2021.
In Audit Observation Memorandum No. 2022-004-101. COA noted a significant increase in the number of resolved cases in HSAC from a measly 33.89% in 2020 to a staggering 67.92% of resolved cases on appeal in 2021. Further, the number of cases resolved outside the prescribed period has decreased dramatically from 51 cases in 2020 to a mere one case in 2021.
COA lauded the significant changes effected by HSAC’s management in terms of adjudication and disposition of cases.
“This is a 360 degree turn around from the previous year.” HSAC Commissioner Fidel J. Exconde, Jr. said. “We introduced new ideas, adopted some from other quasi-judicial agencies and executive departments and adjusted them to conform to the situation on hand.”
