QUEZON CITY –  5 new Chief Regional Adjudicators (CRA) took their oath of office last March 8, 2022, namely, Atty. Ligaya L. Haban,  Atty. Rhona B. Alberece, Atty. Mona Liza D. Abibico, Atty. Celeste C. Tiu, and Atty. Harold Napoleon W. Alcantara.

Haban and Alberece were at their respective Regional Adjudication Branches (RAB) as they delivered their oath virtually before Executive Commissioner Melzar Galicia surrounded with support from their RAB colleagues while Abibico, Tiu and Alcantara were physically present in the HSAC boardroom in Quezon City.

Haban and Alberece were both with Housing and Land Use Regulatory Board (HLURB) and were both arbiters for HLURB’s Northern Luzon Region and Mindanao Region respectively. Upon the reconstitution of HLURB to HSAC, more Regional Adjudication Branches opened. The lady adjudicators were in the forefront in establishing the new RABs as they were assigned as Officer-in-Charge Chief Regional Adjudicators (OIC-CRA).

During their oath, Haban and Alberece thanked the Commission for acknowledging their perseverance and hard work with their appointment as CRAs.

Abibico, Tiu and Alcantara who are new to the Commission were also thankful for the opportunity. They had years of significant experience in practicing law in known firms around the region and providing consultancy services to government agencies both in national and local levels. When asked what they look forward as new CRA’s, Abibico responded, “I am very excited to work with everyone here at HSAC. My appointment as Chief Regional Adjudicator is a blessing which I intend to share with others through genuine public service. I am here to help our clients and to assist this Commission in the speedy disposition of cases before it.” Tiu and Alcantara agreed as well.

The appointment of the 5 CRA’s marks a significant milestone to the Commission in its bid to fill the vacant positions and complete its organizational staff work to enhance efficiency in delivering its services.
